Banditry and organised crime is intensifying in post conflict situations. As has been recently reported by The Economist, security in northern and western Afghanistan is very precarious and large-scale corruption is spreading. The production of Afghan opium is growing and in 2004 opium crop is set to break all previous records. In the south of the country, drug lords are very powerful while the government is extremely weak. Hopefully, the first ever presidential election will be a milestone in Afghanistan's path towards democracy and stability.

Recruitment
The group is keen to increase membership and would ask members to help in this recruitment process, in particular, by suggesting possible new members. Members do not have to be from an ECPR institution. We are interested in expanding our network to recruit academics and practitioners so that we can have an exchange of ideas and develop projects together. Please suggest names if you can.

Conference Report


ESC Conference
25-28 August
Amsterdam

Parallel to the end of the Olympic games, ESC Annual conference was held in Amsterdam, the Netherlands. There were over 600 participants at the conference, and the main building and canteen of the university was packed with unusual number of people for a quiet summer holiday period.

In one of the panels entitled "author meets the critiques" Damian Zaitch defended and discussed his book "Trafficking Cocaine" with the referees, Letizia Paoli and Klaus von Lampe. The critiques agreed on the high and unique values of Zaitch's data collated through five-year fieldwork to bring out the insight of the cocaine trafficking in the Netherlands. It was unfortunate that there were a few organised crime panels going on at the same time as Damian's session because they lured audience away from his session. <read>
