It has an extremely common title in 80's. The scene is laid in 99's the near future at the time.
The story establishes `The great King of Terror' as peculiar ability given to some people. However, it is only reasoning for developing sex scene.
In the large city, remind us Tokyo strange incidents happened continuously.
Without any sign, a man disappeared all at once. And at the same time, street rape in the night started to happen many times.
A detective Yamanaka the hero of the story has a relationship with these troubles because his close friend disappeared.
After a while, he started to figure out the street rapes involved disappearance and the higher reaches of government had managed to hidden it.
The troubles were happening all over the world. At length, the nation level specific force was created and they started full-scale investigations, though the truth was utterly hidden from citizens.

Yamanaka wondered that the diagnosis of the raped women were always dementia.
He researched about the women later, and figure out that neither was a civil suit done and nor were women registered under their real name. And all of them were accommodated in a detention house.
In spite of Yamanaka's effort, he could not meet the women and victims were increasing one after another. But at least, the information control might work and no big panic had occurred.
However, one day the balance collapsed.

A man, on the wanted list for multiple rapes, was arrested. He was caught in the act, while he was raping a woman in a police uniform.
The man looked homeless and escaped easily in questioning which was caused with ignoring the warning from head office `Wait until the Special Force arrive!'.
And after that there were bunny girl in blossom age, in stead of a detective who disappeared, and a young women in women's police uniform instead of the recording man.
Then, the fact was obvious.
The criminal repeated that he changed men into women and raped them in an uncertain way.
In addition, he would have the ability to control subject in an hypnotic trance and it was figured out that he raped most of the victims in unusual clothes.
some of the Special Forces who were victims of him, so they took countermeasures and though the measures which included re-sex-changing follow the troubles.
A “criminal” can feminize others. Therefore, even if he becomes that he's likely to be arrested by the policeman as he would feminize the policeman and will be violated. For the reason, he is not caught at all.

Analyzing by places, times and distributions “criminals” was increasing.
And this was global phenomena.
Leaving “criminals” may collapse the balance of man and woman's population ratio.
It was true that it did not reach life, but suddenly changing sex gave victim's mind big problems and the fact that almost all the raped were formally man got pregnant promoted a panic.
The criminal who “turns all men whom he touched into women” commited a rash act that he changed all men, in the commuter train into women. At last Yamanaka shot him dead and carried him to the head office. But when his boss touched him, he turned into a woman….
Yamanaka was a woman who resists with his whole power, while he was peeled his coquettish women under wear.
Every part of his body was a sensitive women's body. Playing with his woman body, his boss told a story that he got this ability suddenly.
And with shivering pleasure, he realized women who might be raped.
The world was toward collapse.
This story suddenly ends here.
It writes the kinds of lecture “revenge of the nature” by quoting a example that in nature some animal's change their sex by the responding population.
The describing of sex is usual.
