Its only 15 nm from Cape Santiago. According to the local boatmen I talked with the best time to cross the cape is early morning 4am to 9am. The wind usually picks up later in the day and with it the waves. The strong current can be troublesome if the wind is not favorable. The amihan wind is SE, from Cape Santiago that is exactly your heading if you want to go to Anilao. For all your efforts to sail to Anilao the payback is worth it. The reward is superb diving.
