WinMe and no EMS memory.
If you have WinMe and your game complains that it doesn't have EMS memory Microsoft might have your solution.

This program will restore the use of the "autoexec.bat" and "config.sys" files in Windows ME. It only works with Windows ME and it makes the files work just like they did in Windows 98.

a hardware UMB driver for DOS and Win95/98.

You can use this (if it works on your system) to replace Emm386 and free up additional memory.

vga8x14 font fix for Diamond viper series
Getting unreadable text with older games and Diamond Video cards?

More then likely this is caused because some older DOS games such as SIM CITY 2000 use the 8x14 text font.

Run this utility (in the same DOS box under Windows or from real DOS Mode) before starting the game.
