On July 25, 2001, Dolphin Hyper-Resonance (DHR) gave an officially requested test demonstration of proprietary Holoform tm Technologies to USAF representatives at Bob Dratch's laboratory in Denver, Colorado. This website has been created to present the results of that test, the facts behind the USAF request and the clear details how DHR and Mr. Dratch were treated by the USAF, its representatives and a Labat-Anderson representative. It is obvious to us that we have clearly stated the FACTS, and have presented exactly what happened, and how we feel. We did our part. No official report has been tendered by the USAF or by Labat-Anderson, Inc., the private company contracted to do so by the USAF to Mr. Dratch as per the Agreements signed by all Parties. Furthermore, these pages will clearly show what we feel are the obvious abuses perpetrated by certain members of the USAF and certain members of Labat-Anderson in what we feel are their attempts to hide from Mr. Dratch, their real motives, which appears to deal with obtaining the "Technology" fraudulently, and without compensation to Mr. Dratch and/or DHR. According to the legal and binding Non-Disclosure Agreement, and the Demonstration Agreements signed on or before the Demonstration took place, a "draft of the report" was to be reviewed by Bob Dratch prior to distribution, or any discussion of the test results with persons not present at the demonstration. Any people to be privy to any discussions were to be approved by Bob Dratch in advance, and a complete list of proposed report distribution was to be provided to Bob Dratch prior to distribution. To date, none of these conditions have been met for any report that may have been distributed or discussed without Mr. Dratch's knowledge. Mr. Dratch was told that Labat-Anderson was in active discussions with the USAF regarding the DHR Demonstration and how to get further funding for Labat-Anderson (apparently to circumvent and bypass DHR with no funding earmarked to DHR). This also is clearly in violation of the Agreements. A loan of a lab-grade Nicolet Fourier Transform Infrared (FTIR) spectroscopy machine was provided by the USAF to verify that the Demonstration of sample Identification did in-fact match state-of-the-art "technology". The loaned equipment was found to be defective when it was fully tested in Denver. It had to be debugged, repaired and upgraded prior to use. This FTIR was returned the week following the demonstration. Even though Bob Dratch was called in "officially" by the USAF to work on this DEMONSTRATION and worked for about 8 months on this project, he received no compensation for his expenses or time or for demonstrating that there are alternative proprietary technologies for search and discovery. Mr. Dratch submitted a "bill for expenses" and services and such was ignored by Labat-Anderson and the USAF. It is then clear to us by these actions that Labat-Anderson and the USAF have acted in the minimum willfully maliciously, deceitfully and in "bad faith" due to such of failure to pay for services/expenses, and for violation of the stipulations within the Non-Disclosure and Demonstration Agreements. We recommend that the Base Commanders of all the USAF bases involved institute official Courts Martial proceedings and that an appropriate Congressional Investigation for such abuses be started.
